EPR Fees

At the end of November 2022, Fibre Circle submitted the updated EPR fees for 2023 along with the EPR scheme for the sector. This plan was submitted following extensive consultation with the respective product category steering committees and approved by our board of directors.
The steering committees, which include representatives from producers for the various material streams, have been established, as well as a Recyclers Steering Committee, to provide input into the new business plans.
Members are reminded that the concurrence given on 28 June 2022 confirmed the effective date of 1 January 2022 for the 2022 EPR Fees, which resulted in significant industry confusion and, when coupled with uncertain cashflow for Fibre Circle, culminated in much of the planned 2022 project implementations being delayed.
Fibre Circle is doing everything possible to expedite the 2023 concurrence, but we kindly ask that members recognise the real possibility of a repeat of a delayed receipt of concurrence, together with a consequent back-dating of the effective date of 2023 EPR Fee Rates implementation.

The new fees will come into effect from the beginning of Quarter 1 of 2023 (1 January 2023).
Invoices are payable within 30 days from date of invoice. Our appreciation is extended to those members who, never-the-less, pay on receipt of Invoice, and this additional support is most welcome.
The above EPR fees will be applied from 1 January 2023 until further notice.


The EPR fee for each material type includes the cost for the implementation of overarching programmes and the cost for each specific paper and paper packaging programme. The cost for implementation of the overarching programmes has been calculated by dividing the total cost for the overarching programmes by a factor calculated according to a 50:50 ratio of volume placed on the market and the revenue per material stream. The EPR fees have been based on the current information that is available and will be reviewed annually, based on the implementation experience in 2023.
